In Cavendish experiment, whether or not there is an attraction between the masses the torsion pendulum would give the same value for G. This makes the Cavendish experiment a definition with a gadget. Cavendish experiment is not an experiment, it is a definition.

Why?

Because the the pendulum is to give only one result, the known value of G.

Cavendish experiment assumes an unphysical equilibrium between the linear restoring force of the wire and the inverse square force of gravity. We know from elementary physics that there cannot be such an equilibrium. In order to save Newton's authority physicists do not even hesitate to violate Newtonian mechanics!
